ztn3tourney1 обычно появляется в списке карт. Может ты вытянул все файлы из самого pk3 архива? В Baseq3 нужно ложить не сами карты, а архив с расширением pk3. Если же ты сделал всё как надо, то попробуй набрать в консоли это:
\map ztn3tourney1

Я заново прочёл твое сообщение и допетрил - надо ложить не в папку quake3/maps а надо ложить в папку Baseq3. Т.е. вот тебе пример:
D:\Games\Quake 3\Baseq3
Вот теперь сто пудов заработает!

Зайди в пак с картой там папка Scripts, в ней должен быть файлик "имя_карты.arena" а содержимое примерно такое:

bots "xaero"
longname "Blood Run Tournament"
fraglimit 20
type "tourney"
}
Так ты возьми и отредактируй последнюю сторочку:
type "ffa tourney team"

В таком виде карта будет доступна для Free For All, Tourney и Team Death Match
